As there is a global attempt to reduce the world temperature, phasing out of fossil fuels principally coal and fossil gas is a crucial way out to transition to environmentally-friendly renewable energy. Still, 22% of Thailand\u2019s energy is heavily generated from coal fuels. Recently, the Thai government has approved the renewal of the Mae Moh Power Plant and purchases electricity from the lignite coal-fired Hongsa Power Plant. At the current rate of coal power plant divestments, Thailand will not achieve the net carbon neutral targets promised in the next 28 years. Meanwhile, Kulit Sombatsiri, Chairman of EGAT’s Board of Directors, has just introduced the latest projects of Mae Moh Smart City and Solar Farm with the purpose to support the community and increase employment rate for good quality of life after the coal power runs out. Still, these projects\u2019 roadmap is still not clear and planned only in the next 3-4 years. <\/p>\n\n\n\n

At the same time, the villagers in Mae Moh are still suffering from coal-fired power plants and their quality of life is unlike what has been advertised in the media in any way.<\/p>\n\n\n\n

Tara Buakhamsri, Director of Greenpeace Thailand, predicted the future of coal in Thailand. \u201cWe can consider decommissioning coal power plants without worrying about the level of reserve capacity. According to the energy regulatory principles, it requires not more than 15% of the backup power in the city. However, Thailand\u2019s level of backup electricity in the system has risen over 40%. And this excessive number of energy backup rate is why we need to pay costly compensation to private power producers and EGAT who have invested in their power plant projects” Tara further pointed out that \u201cWith this more than enough backup energy, Thailand can begin phasing out coal power plants by 2037, or accelerate all decommissioning by 2027 and still be able to maintain its energy security. If we start decommissioning these coal power plants, it will also allow non-operating power plants to be able to do their jobs and the government will also be able to save the compensation cost and decommission coal power plants. Meanwhile, Thai people wouldn\u2019t have to suffer the surge of electricity bills as it can also be invested in energy storage technology.<\/p>\n\n\n\n

Despite the high energy backup rate, the Thai cabinet still proceeded to allow the construction and installation of the Mae Moh replacement plant unit 8-9. Upon this matter, Tara commented that \u201cAlthough the new power plants come with innovative technology (Ultra Super-critical: USC) that has the potential to generate high electricity and reduce CO2 emissions. But of course, these technologies will be costly, and Thailand will still continue to  depend on coal-fired power generation which will not help us reach our carbon neutrality goal any faster.\u201d<\/p>\n\n\n\n

At present, Mae Moh Power Plant and Hongsa Power Plant in Xayaburi Province, Laos, are both home to villagers and ethnic communities whose health and quality of life are directly affected.  Burning lignite for power generation creates a problem of heavy emissions and smog. This leads to contamination in plants, food and ecosystems as well as the health of the people in the community. Although there are reports that mercury contaminants in food and natural resources are at levels that do not exceed the general standard. But long-term consumption of these contaminants can still result in health hazards.<\/p>\n\n\n\n

Despite its location abroad in Laos, the Hongsa Power Plant has shown a transboundary effect on the lives of the villagers on the border adjacent to Xayabuli who suffered from cross-border pollution that came with the main wind blowing to Thailand. Still, this problem is left unresolved as there is no cross-country law. Recently, villagers have noticed that oranges grown in Thung Chang District, Nan Province, may be affected by residual pollution. This caused so many oranges to die and fall that farmers had to switch to other crops.<\/p>\n\n\n\n

Sompohn Pengkum, Community Health Impact Assessment Researcher, described the dimension of unfair border impacts: \u201cIn Laos, there is a support for villagers and communities in the border areas who are affected by the Hongsa Power Plant.  They have been provided resources and help.  Meanwhile, the villages on the border of Thailand located less than ten kilometers away are  abandoned as if they are unaffected.\u201d Sompohn further explained that this problem is a concern that cannot be looked at from one country’s perspective. <\/p>\n\n\n\n

The impact of coal power plants is not only on the environment but it also affects the lives of villagers and communities. The case of Mae Moh and Hongsa power plants are lessons that many scholars have agreed that Thailand failed to find its progressive solution and left the problem from the past until present unfixed. Maliwan Nakwiroj, Director of Mae Moh Occupational Health Patients\u2019 Rights Network, has commented that she and the Mae Moh villagers have little faith in Thailand’s future energy transition and coal decommission policies. The upcoming power plant unit 8-9 will have a concession period of at least 25 years, leaving the children of the Mae Moh people to suffer the same fate.<\/p>\n\n\n\n

\u201cOver the past ten years, the southern region has been fighting against coal-fired power plants. It is not easy to keep the Thai government awake. Because coal is not just a matter of energy but business. The Thai government should ensure that the power plant will make the country energy-stable while also ecologically preserved with a secure employment rate and should see what type of power plant best matches these three indicators the most.
